Project Background

About the Scheme

The Highways Agency plans to improve the A14 between Ellington, to the west of Huntingdon, and Fen Ditton, to the northeast of Cambridge, as part of the Agency's ongoing programme of improvements on the A14. These web pages explain the need for improvement and outline our proposals.

Public Information Exhibitions

Detailed plans for the scheme were shown at exhibitions held between 30 November and 9 December 2008.  The exhibitions were held to inform people and enable discussions before detailed proposals are formally published in draft Orders.

Award of Contract

The contract for the scheme was awarded to Costain Skanska Joint Venture on 28 January 2008. It is an Early Contractor Involvement (ECI) contract to complete the detailed design of the whole scheme and, subject to excellent performance, the construction of the Fen Drayton to Histon section of the scheme. Construction of the Ellington to Fen Drayton and Histon to Fen Ditton sections of the scheme will be the subject of separate contracts. ECI brings the contractor in at an early stage of design and development, which means the scheme can benefit from the contractor's expertise in construction methods, bringing reduced costs and improved value to the project. It also allows for more scope in innovation, better planning for resource requirements and shorter construction periods.

Preferred Route and Strategy Announcements

The Preferred Route and Strategy for the Ellington to Fen Drayton section of the scheme was announced on 24 October 2007. The Preferred Route for the Fen Drayton to Fen Ditton section of this scheme was announced on 22 March 2007. You can access the Preferred Route Announcement leaflets from the publications page.

Public Consultation

Public Consultation on proposals for the scheme was held in Spring 2005.

Agreement to consult further was reached following a legal challenge to the public consultation. The challenge arose because those bringing the challenge believed that they should have been formally consulted on a route other than the one described in public consultation leaflets.

Further Public Consultation on additional route options for the new road between Ellington and Fen Drayton was held between 1 December 2006 and 9 March 2007.

The start of building work is subject to the availability of funding.
