Option 4e (Blue Option) - Preferred Route

The Highways Agency's preferred option (Option 4e - Blue Option) places A19 traffic below the Coast Road junction in a cutting to provide a free flowing link. This involves the construction of two bridge structures to support the A1058 Coast Road over the lowered A19 as well as a new replacement bridge structure to support the A1058 Coast Road across the junction. Access to the junction to and from the lowered A19 carriageway would be via new slip roads.

Compared to the other options, the preferred option:

  • Is cheaper and provides best value for money;
  • Has the shortest anticipated construction period and has the least impact during construction works; and
  • Has the lowest environmental impact.

Other Recommended Options

Option 4d (Red Option)

Similar to the preferred option, this option also transfers A19 traffic below the Coast Road Junction to provide an uninterrupted passage through. However, this is done via a fully enclosed tunnel section constructed below the junction. The extent of the tunnel construction would be in the region of 202 yard (185 metres). Slip roads would be provided between the roundabout and the A19.

Option 3 (Brown Option)

This option raises the A19 carriageway above ground on an embankment to cross both the roundabout and the A1058 Coast Road on a 656 yard (600 metre) flyover. Slip roads would be provided between the roundabout and the A19.

Highways Agency scheme costs are based on a range estimate which accounts for risk, uncertainty and inflation.

The North East Region's funding allocation for this project of £137 million is within the range estimate for all three options currently under consideration. In common with all Highways Agency schemes, affordability will be considered and approval sought from the Government before the project begins development and construction.

Non Recommended Options

Three other options (Options 3b, 3c and 4) have been considered in detail but are not recommended and are not currently under consideration. These are described below with the reasons for this:

Option 3b

This option raises the A19 carriageway above ground on an embankment to cross both the roundabout and the A1058 Coast Road on a 656 yard (600 metre) long flyover. It also includes free flowing left turn lanes for the A19 northbound to A1058 westbound, A1058 eastbound to A19 northbound and A1058 westbound to the A19 southbound. Widening of the A1058 Coast Road would also be required to provide the left turn lanes.

Option 3c

This option is similar to Option 3b, however it includes a looped slip road from the A19 southbound to the A1058 westbound.

Option 4

This options is also similar to Option 3b, with free flowing left turn lanes the difference being this option places A19 traffic below the Coast Road junction through a tunnel of around 202 yard (185 metres) in length.

These options are not recommended as:

  • The additional infrastructure improvement works to the A1058 Coast Road (free flowing left turn lanes) do not represent good value for money
  • Higher costs compared to the other options
  • Greater environmental impact compared to the other options
  • Longer construction duration compared to the other options.
