The A19 provides access to Port of Tyne and to the major employment sites of Tyne Tunnel Trading Estate, Silverlink Retail Park, Cobalt Business Park and those at South East Northumberland. The A1058 Coast Road is a strategic route linking the city of Newcastle Upon Tyne to the coast at Tynemouth. The Silverlink access, which serves the Silverlink Retail Park and adjoining areas, forms the fifth arm of the roundabout.
The junction suffers peak time congestion with delays of over 4 minutes per vehicle on the A19 southbound approach, and an accident rate 50 per cent higher than the national average (1999 to 2004 data). Traffic flows on the A19 through the junction are expected to increase by around 13,000 vehicles per day when the second Tyne Tunnel is completed.
Following an initial sift of improvement options identified during a previous study in 2004, six options were selected for consideration by a Stakeholder workshop, which took place in November 2008. On the basis of the workshop findings and further analysis, four options were selected for detailed assessment. A further three options, including two identified during the assessment process, were also assessed in detail. All options considered in detail involve the construction of a flyover or underpass for the A19, creating a third level in the existing 2-level junction, in which the A1058 Coast Road crosses the at-grade roundabout on a flyover.
