The Project

The Route Management Strategy scheme has been developed by the Highways Agency to manage individual trunk roads as part of the wider transport network. The study will lead to the production of a Route Management Strategy which will help the Highways Agency in planning and optimising investment in the M4 over a ten year period.

This study gives all road users the opportunity to comment on where problems lie and where investment may be needed over the next ten years. It is hoped that feedback from a wide spectrum of users will be received so that improvements can be effectively prioritised.

This RMS has been undertaken in parallel with three Multi-Modal Studies

  1. ORBIT, covering orbital movements around London
  2. Thames Valley MMS, broadly looking at transport in the London to Reading corridor
  3. SWARMMS, the London to south Wales and South West Multi-Modal Study

These three studies have now reported their recommendations, some of which are pertinent to the M4 Route Management Strategy.

The Secretary of State has responded to the recommendations put forward by these Multi-Modal Study groups and the Secretary of State's responses have been included in this draft Strategy enabling this RMS to move forward to the Public Consultation stage.

Work and consultation carried out to date has been incorporated into this draft RMS. The document sets out the problems, issues and outcomes identified to date and outlines a Route Management Plan towards 2011.

This draft RMS is being prepared for a 12 week Public Consultation period, starting in March 2004. After this final period of consultation the final Route Management Strategy will be formerly published.
