The Project Control Framework
This framework sets out how we, together with the Department for Transport, manage and deliver major road improvement projects.
Traffic and Local Roads
A3 Hindhead Improvement
Traffic and Local Roads Issues
Improving the A3 through this area and in particular removing the bottleneck at Hindhead Crossroads would inevitably result in some traffic, which currently avoids the A3, coming back to it. In general this means that minor roads which are parallel to the A3 and are used as "rat-runs" to avoid the congestion would be relieved of traffic, but those roads which link directly to the new road would attract more traffic. Crossways and Headley Roads fall into the latter category. Thus some of the traffic from the Headley area, which currently diverts through Churt and Thursley to avoid Hindhead, would revert to the B3002 through Grayshott to reach the trunk road at Hazel Grove.
The forecast changes in traffic flows in Grayshott are complex, but our traffic model shows that forecast daily traffic flows on Headley Road would increase by about 16% near the A3, and by about 7% to the west of Fiveways junction, as a result of the scheme. Similarly, daily traffic flows on Crossways Road would increase by about 16% near the A3.
However, forecast daily traffic flows on Headley Road and Crossways Road through the centre of Grayshott (east of Fiveways junction) would reduce by about 8% and 10% respectively. This is because local traffic to and from the village would no longer need to take routes through Fiveways junction in order to avoid congestion on the existing A3 Portsmouth Road.
The impact of changes in flows on local roads was discussed with the highway engineers from Surrey and Hampshire County Councils and a series of traffic management proposals were developed. These proposals are shown on drawings for Grayshott, Woolmer Hill and Critchmere.
The traffic calming is now being funded by the project. There is an aim to complete traffic calming in Surrey before the tunnel opens. However Hampshire CC wish to wait and see the impact of changes in traffic patterns after the tunnel is open before commiting to any work in Crossways Road.
