Revised Operational Arrangements Trial - 1 July 2011 to 1 January 2012

The revised arrangements which were trialled for six months from July 1 2011 set out the conditions which have to exist for a senior HA official to consider whether the Dartford Crossing charge can be suspended on a case by case basis.  The conditions are that there has been or is likely to be an emergency situation; where continuous queues of stationary or slow moving traffic travelling under 10 mph extend back - or have the potential to extend back - to the junctions 4 or 28 of the M25 or beyond; and where the suspension of the charge would ease the congestion and assist in managing the emergency situation.

The link below describes the operational arrangements in greater detail that need to exist for a senior HA official to consider whether on a case by case emergency basis to suspend the road user charge at the Dartford - Thurrock Crossing.

Now that the six month trial has ended, the trial findings are currently being reviewed to assess how successful the trial has been and the extent to which additional knowledge of the costs and benefits of dealing with emergency situations have been gained. Until the review is complete, the current protocol will remain in place.

The Project

The Dartford - Thurrock River Crossing is one of Europe's most heavily used crossings and complex traffic management systems. Spanning the Thames between Dartford and Thurrock, the Crossing forms a vital link in the M25, Britain's most important orbital road.

The Crossing is comprised of two dual-lane tunnels carrying traffic to the north and a four-lane cable-stayed bridge carrying traffic to the south.

From 13 September 2009 Connect Plus are responsible for the day to day operations of the Crossing  on behalf of the Agency, as part of a new contract for the whole of the M25.
