THE M25 MOTORWAY (HEATHROW TERMINAL 5 ACCESS)(No. 1) CONNECTING ROADS SCHEME 2002
THE M25 MOTORWAY (HEATHROW TERMINAL 5 ACCESS)(No 1) SIDE ROADS ORDER 2002
THE SECRETARY OF STATE FOR TRANSPORT, LOCAL GOVERNMENT AND THE REGIONS hereby gives notice that he has made the following Scheme and Order:
- A Scheme under sections 16, 17 and 19 of the Highways Act 1980, entitled the M25 Motorway (Heathrow Terminal Access 5)(No 1) Connecting Roads Scheme 2002, which will:
- Authorise him to provide for the exclusive use of traffic of Classes I and II of the classes of traffic set out in Schedule 4 to the Highways Act 1980:
- four special roads to connect the M25 Motorway with the M25 Motorway Junction 14 roundabout near Longford in the London Borough of Hillingdon and
- four special roads to connect the M25 Motorway with Heathrow Airport Terminal 5 and
- provide for each of the new special roads to become a trunk road on the date when the Scheme comes into force.
- Authorise him to provide for the exclusive use of traffic of Classes I and II of the classes of traffic set out in Schedule 4 to the Highways Act 1980:
- An Order under sections 18 and 125 of the Highways Act 1980, entitled the M25 Motorway (Heathrow Terminal 5 Access)(No 1) Side Roads Order 2002, in relation to the M25 Motorway situated between the B3378 (Bath Road) near Longford in the London Borough of Hillingdon and the Wraysbury River Culvert, south of Junction 14, st Staines, in the Borough of Spelthorne, in the County of Surrey, which will:
- authorise him to:
- improve highways,
- stop up highways,
- construct new highways,
- stop up private means of access to premises,
- provide new means of access to premises
- provide for the transfer of each new highway to the highway authority specified for it in the Order as from the date on which he notifies them that it has been completed and is open for traffic.
- authorise him to:

St Christopher House, Southwark Street, London SE1 0TE; at the offices of the Highways Agency, Operations Directorate, Floor C8, Broadway, Broad Street, Birmingham B15 1BL; Government Office for the South East, Bridge House, 1 Walnut Tree Close, Guildford, Surrey, GU1 4GA; the London Borough of Hillingdon, Civic Centre, High Street, Uxbridge, UB8 1UW; the London Borough of Hounslow, Civic Centre, Lampton Road, Hounslow, Middlesex, TW3 4DN; Spelthorne Borough Council, Council Offices, Knowle Green, Staines, TW18 1XB; West Drayton Library, Station Road, West Drayton, UB7 7JS; Harlington Library/Harlington Community School, Pinkwell Lane, Hayes, UB3 1PB; Stanwell Library, Hadrian Way, Stanwell, Middlesex, TW19 7HE and at Heston Library, New Heston Road, Hounslow, Middlesex, TW5 0LW.
COPIES of the Scheme at number 1 above can be purchased through booksellers or direct from government bookshops (The Stationery Office). It is numbered SI 343 2002 and priced at £2.00.
COPIES of the Order at number 2 above can be obtained from the Highways Agency, Operations Directorate, Floor C8, Broadway, Broad Street, Birmingham B15 1BL, quoting reference HA/67/22/94/1.
ANY PERSON AGGRIEVED by an Order mentioned in this notice who desires to question its validity, or the validity of any provision in it, on the ground that:
- it is not within the powers of the Highways Act 1980, or
- any requirement of that Act or of regulations made under that Act has not been complied with in relation to that Order,
may apply to the High Court within 6 weeks from the date of first publication of this notice. On such an application, the Court may suspend or quash that Order or any provision in it.
