The Project
On 22 August 2002 the Minister for Transport, John Spellar, announced a series of measures for upgrading the A47 between Norwich and Great Yarmouth, including the dualling of the A47 between Blofield and North Burlingham.
The contract for the A47 Blofield to North Burlingham scheme was awarded on 9 March 2004 to Edmund Nuttall Ltd of Huntingdon. The scheme is expected to cost approximately £25 million.
The award is a Highways Agency Early Contractor Involvement contract which brings the contractor into the delivery team at an early stage. The use of this forward-thinking style of contract allows the development of the scheme to benefit both from the contractor's experience and close dialogue with the scheme partners, encouraging more innovative solutions and improved consideration of environmental issues. It also encourages a shorter construction period, helping to speed up delivery, and reduce disruption to local activity during construction.
The contractor has developed a number of design proposals in preparation for the publication of the Draft Orders. The widening of the current single carriageway to dual 2 all purpose (D2AP) carriageway standard would take place to the south of the existing road.
The scheme remains in the Government's Targeted Programme of Improvements, but further to the outcome of the Spending Review 2004 has been remitted to the Regional Transport Board for them to set its priority alongside other transport proposals. The detail of how this will work is still under consideration, but it will mean that construction will not start before 2008/09. The Highways Agency is keeping the scheme programme under review to ensure that the scheme is in a state of readiness to move forward to construction as soon as its priority and funding are confirmed.

Ministers have written to the Chairs of regional organisations with the Government's response to Regional Funding Advice submitted in February.
The Highways Agency scheme for improvements to the A47 (Blofield to North Burlingham Dualling) has been removed from the East of England region's programme. In line with their advice DfT have instructed the Highways Agency not to proceed any further with the development of this scheme.
