Objectives
The main objectives of the project are...
- To complete part of the core National Route linking London, Cambridge and the northern part of East Anglia.
- To reduce the number of severe accidents
- To improve the journey time and reliability
The Problem
The problems are:
- One of the two remaining single carriageway sections on the strategic M11/A11 route to Norwich
- Unreliable journey times
- Number of severe accidents
Project Management Structure
Highways Agency
The Highways Agency maintains, operates and improves the network of trunk roads and motorways in England on behalf of the Secretary of State for Transport. The Agency works closely with the local authorities and rail, coach, bus, water and air operators to integrate its network with the rest of England's roads and other forms of transport.
The Agency currently looks after a network of some 6,500 miles of motorways and trunk roads in England, valued at about £55 billion.

May Gurney is one of the largest privately owned construction companies in the UK. Its activities extend into every aspect of building and civil engineering.
The Public Consultation
A Public Consultation took place on 16 -17 March 2001, in the Attleborough Town Hall, when the public and local organisations were given the opportunity to look at the proposed options and provide the Highways Agency with their comments.
The preferred option was announced at Attleborough Town Hall on 15 November 2001 by the Roads Minister. See links below to access leaflets produced for Public Consultation and Preferred Option.
The Early Contractor Involvement contract to prepare, design and build the scheme was awarded to May Gurney on 14 February 2003. May Gurney are in partnership with FaberMaunsell consulting engineers for this scheme.
Draft Orders were published on 24 June 2004 and 26 August 2004. A Public Inquiry was held between 23 and 30 November 2004 and on receipt of the Inspector's Report, the Decision by the Secretaries of State was announced on 23 March 2005.
