Study
A38 Derby Junctions Study
In July 1998, following a review of the Trunk Road Programme, the Government announced that studies would be carried out into the most severe and urgent congestion and safety problems on a number of trunk roads. The at-grade junctions of the A38 with the A5111 (Kingsway Junction), the A52 (Markeaton Junction) and the A61 (Abbey Hill Junction) in Derby were among the locations identified for study.
In April 2001 the A38 Derby Junctions Study was commissioned by the Government Office for the East Midlands. It was carried out under the Highways Agency's supervision by the consultants Faber Maunsell, whose report was issued in October 2002. The East Midlands Regional Assembly endorsed the Study's recommendations and requested that the proposed junction improvements be added to the Government's Targeted Programme of Improvements (TPI).
On 1 April 2003 the Secretary of State announced that he accepted the Study findings in principle, but that further preparatory work would need to be done, including looking again at the options for the Abbey Hill Junction, before the A38 junction improvements proposed in the study report could be approved for entry into the TPI. The Highways Agency carried out a public consultation on revised options at Abbey Hill in late 2003.
In 2004 short-term improvements to the A38 junctions were carried out as part of the Highways Agency's programme to tackle congestion and safety problems at 92 trunk road junctions. These comprised part-time signalisation of the Abbey Hill Junction, full-time signalisation of the A38 northbound entry on the Kingsway Junction and modifications to the A38 entry/exit lanes on the Markeaton Junction. The Markeaton scheme also involved upgrading existing pelican crossings to puffins, and the Kingsway scheme also involved white-lining changes to increase capacity at the A5111 Kingsway entry.
In late 2004 the Department for Transport announced its spending plans for the following three years. The A38 Derby Junctions scheme was not funded for construction during this period and will be considered in the period from 2008/09 onwards. The Trunk Road network is now being divided into National and Regional categories and the A38 is classed as a route of predominantly regional rather than national importance. The issue of resources and timing for this scheme will be something that the East Midlands Regional Assembly will now need to consider alongside other potential transport investment within the region before advising the Secretary of State on when the scheme should be constructed. The Assembly may be in a position to give its advice to the Secretary of State by the end of 2005. Following that the scheme programme will become clearer.
