The Project

The A38 is the principal route from Birmingham to Derby and to the M1 at J28. It carries heavy flows of north-south long distance traffic. Also, where it passes through Derby, significant volumes of local traffic cross or join and leave the A38. This results in congestion and delay at three at-grade roundabout junctions, to the west and north of Derby city centre.  The three junctions are:

  • A38/A5111 Kingsway roundabout
  • A38/A52 Markeaton roundabout
  • A38/A61 Abbey Hill roundabout

Background to the Project

In July 1998, following a review of the Trunk Road Programme, the Government announced that studies would be carried out into the most severe and urgent congestion and safety problems on a number of trunk roads. The above roundabout junctions were among the locations identified for study.

In April 2001 the A38 Derby Junctions Study was commissioned by the Government Office for the East Midlands. It was carried out under the Highways Agency's management by the consultants Faber Maunsell, whose report was completed in October 2002. The East Midlands Regional Assembly endorsed the Study's recommendations and requested that the proposed junction improvements be added to the Government's then Targeted Programme of Improvements (TPI) -  now called the Programme of Major Schemes.

In April 2003 the Secretary of State announced that he accepted the Study findings in principle, but that further preparatory work should to be done, including looking again at the options for the Abbey Hill Junction, before the A38 junction improvements proposed in the study report could be approved for entry into the TPI. The Highways Agency carried out a public consultation on revised options at Abbey Hill in late 2003.

In 2004 interim improvements to the A38 junctions were carried out. These comprised part-time signalisation of the Abbey Hill Junction, full-time signalisation of the A38 northbound entry on the Kingsway Junction and modifications to the A38 entry/exit lanes at the Markeaton Junction. The Markeaton scheme also involved upgrading pelican crossings to puffin crossings, and the Kingsway scheme also involved white-lining changes to increase capacity at the A5111 Kingsway entry.

In Summer 2006 the Department for Transport announced its 10-year programme for the East Midlands Region, and the A38 Derby Junctions major improvements scheme was included in the second half of the programme with an indicative start of works in 2013. The regional programme was reviewed in early 2009 and the start of works has now been delayed to 2015/16 due to commitments on other projects in the region, including A453 Widening (M1 J24 to A52 Nottingham) and A46 Newark to Widmerpool.

Next Stage

Further traffic surveys will be undertaken in late 2010/early 2011 to enable the economic and environmental assessments for the scheme to be updated. A further public consultation will then be held in late 2011 to provide an opportunity for the public to comment on the latest proposals.
