Introduction
The Highways Agency has a set of strategic plans for the road network. RMS is the system we want to use to take these plans from the drawing board and into reality - roads that better serve people who use them.
RMS is not about building new roads. It is about making better use of the roads we already have.
That's why the A1 Peterborough to Blyth RMS has a carefully though out process to involve as many people as possible - road users, people living nearby and campaign groups.
The A1 Peterborough to Blyth RMS will be a ten year forward look covering the maintenance, operation, and improvement projects for the route.
Route Functions and Objectives
The existing route functions are:
Strategic
- Part of the Trans-European and National Trunk Road Networks; provides for long distance road traffic movements between SE and NE England.
- Provides a major transport link for the movement of freight.
- Part of Midlands to NE England Strategic Diversion System for Motorways and Trunk Roads.
- Forms part of the designated heavy and high load grid.
Regional
- Acts as a major link between regional centres of population and employment.
- Forms a major transport artery for urban centres and counties off the route.
- Used as an important route for long distance public and freight transport.
- Provides an alternative route to the M1 from London to Yorkshire.
- Provides access for tourism.
Local
- Reduces through traffic in Grantham, Stamford, Newark-on-Trent and other smaller communities.
- Provides local, commuter, recreational and agricultural access.
- A major route to local industrial and commercial development.
- Provides a distributor function around population centres.
- Provides links between communities.
Route Objectives
The Route Objectives below have been derived from the Government's overarching objectives for transport, the Highways Agency strategic plans, and the problems (and solutions) so far identified during the development of the Strategy. These Route Objectives will set out the future role and aims for the route that the Route Management Strategy is designed to achieve. The Route Management Strategy, through a number of Actions, will seek to achieve these Objectives which are specific to the A1 between Peterborough and Blyth. These objectives are outlined below:
Environment
Government Objective:
To protect and enhance the built and natural environment.
Route Objectives
- To identify locations where noise levels are high and propose mitigating measures where appropriate.
- To assist, through the operation, maintenance and improvement of the route, in reducing harmful emissions from vehicles.
- Use environmentally friendly lighting when replacing existing or providing new systems.
- To develop and implement a biodiversity action plan for the management of the soft estate.
- To produce and implement a landscape management plan for the management and future development of the soft estate along the route.
- To ensure effective measures are in place to protect watercourses from pollutant spillage on the highway.
- To minimise the impact of highway improvements on the archaeological heritage.
- To work with the responsible authorities, to seek to maintain a clean & tidy route.
- To reduce visual intrusion and enhance aesthetic quality of A1 for route corridor.
Safety
Government Objective
To improve safety for all travellers
Route Objectives
- To improve safety during all maintenance activities along the route.
- To improve lay-by standards and facilities.
- To reduce the number of direct accesses serving private properties and seek to improve turning facilities at the remaining accesses where justified.
- To review the standard and consistency of all junction layouts and, where justified, seek to carry out improvements.
- To improve the safety and security of all motorised and non-motorised users.
- To identify and remove central reserve gaps for motorised users where justified on safety grounds.
- To achieve a consistent high standard of signing along the route.
- To encourage road users to travel at an appropriate speed.
- To improve driver information, including consideration of foreign drivers.
- To review and encourage the enhancement of facilities along the route for all motorised users.
- To install additional street lighting along the route where appropriate.
- To maintain a clean, tidy and well drained route.
- Provide measures to improve emergency services' response times to breakdowns and accidents.
- To reduce the number of at-grade junctions.
- To provide permanent vehicle inspection and testing facilities.
- To review the standard and consistency of route in terms of road layout.
Economy
Government Objective
To contribute to an efficient economy, and to support sustainable economic growth in appropriate locations.
Route Objectives
- To reduce disruption and delays to road users on congested sections of the route.
- To maximise route availability.
- To design and plan all works to achieve optimum whole life cost and minimal disruption to users.
- To minimise traffic disruption during roadworks.
- To provide signed alternative routes during temporary delays or closures along the route.
- To improve facilities for Heavy Good Vehicles.
Accessibility
Government Objective
To promote accessibility to everyday facilities for all, especially those without a car.
Route Objectives
- To reduce community severance wherever feasible.
- To provide new or improved facilities for disabled users, pedestrians, equestrians, cyclists and agricultural traffic using or crossing the route.
- To make appropriate provisions to encourage the use of public transport.
- To seek to improve bus access routes to local communities close to the route.
- To consider provision of community roads linking villages along the route.
- To seek to replace at-grade crossings for non-motorised users with suitable grade separated crossing points.
- To prevent the inappropriate use of side roads as alternative routes by A1 traffic.
- To prevent inappropriate use of side roads to access the A1.
Integration
Government Objective
To promote the integration of all forms of transport and land use planning, leading to a better, more efficient transport system.
Route Objectives
- To improve user information.
- To seek to facilitate the integration of all modes of travel.
- To contribute to local and regional transport and development plans.
- To increase knowledge of user patterns and needs.
- To make better use of the route by working in partnership with road users, transport providers and operators, local authorities and those affected by the route.
