The Works

A5 Nesscliffe Bypass

Introduction

Construction of the A5 Nesscliffe Bypass has commenced. This leaflet is to tell you about the works and who to contact should you have any enquiries or issues you would like to raise.

Description of the Scheme

The bypass will be a 2 lane dual carriageway 4.5km (2.8 miles) long, passing to the west of Nesscliffe between Wolfshead and Felton Butler Lane. Roundabouts will be built at the northern and southern ends of the bypass where it connects with the existing A5. Access to the village will be via these roundabouts. Bridges will be constructed to allow KintonLane and Broomhill Bank to pass over the new Bypass. Pentre Lane will be diverted to a new junction with Broomhill Bank east of the new bridge. A footbridge will be built to take the existing footpath between Wilcott and Nesscliffe over the new road. This is an innovative design by the contractor forming a landmark feature for the area. The bypass route generally follows the contours of the existing land. The considered use of cutting and embankments will help reduce noise and visualimpact. The road will be surfaced using modern materials, which lower the noise emitted to the benefit of local residents and road users.

Programme of Works

Site clearance currently underway will enable earthworks to be undertaken during Spring and Summer this year. Drainage and road construction is scheduled for Summer and Autumn. The road surfacing will then be placed and finishing work undertaken prior to road opening in Spring 2003. The on-site landscaping works will continue into Autumn 2003. The majority of the works will be carried out without affecting existing roads. However there will be occasions when traffic management will be required on the existing A5 and affected minor roads. Temporary traffic lights will be necessary on Kinton Lane andBroomhill Bank to allow construction traffic to cross these roads safely whilst the new bridges are constructed. They will also be needed when the bypass is connected to the existing A5 but this will be kept to a minimum.

Technical Summary

The new Bypass will be a two-lane dual carriageway with open concrete drainage channels.

The new road bridges will be formed in concrete. The footbridge has been designed as a suspension bridge using composite (steel/plastic/rubber) materials, some of which will be reclaimed from waste material. The water draining from the bypass will either discharge into a soakaway near Kinton Lane or into a balancing pond prior to entering the Nesscliffe Brook near Wilcott. A new channel will be built between the balancing pond and this point.

Environment Issues

Consideration of the local environment forms a significant part of the scheme. Landscape mounding and planting will provide avisual screen for local residents. Additionally, the provision of a quiet road surface will reduce noise intrusion.

It is intended to re-use all excavated materials to reduce the need for removal and import of material. This will minimise lorry movements to and from the construction site.

An artificial badger sett has been built. Tunnels and wildlife fencing will be provided to protect and serve local wildlife. The soakaway and balancing pond to be constructed for the road drainage will be designed to provide a wildlife habitat for wetland species. The planting proposal will provide a variety of wildlife habitats.

Background

The A5 Nesscliffe Bypass was the subject of a Public Inquiry in 1995. Shortly afterwards it was withdrawn from the RoadsProgramme. It was reviewed in 1997 as part of A New Deal For Trunk Roads in England and included in the list of the Targeted Programme of Improvements in 1998. The Highways Act Orders were made in 1999 and 2001. There have been no materialchanges to the route of the Bypass or the key features since the Public Inquiry in 1995. The section of A5 between Wolfshead and Felton Butler Lane will be de-trunked when the Bypass is open. This section will cease to be the A5 and will be maintained by Shropshire County Council.

Exhibition

A Public Exhibition was held at the Nesscliffe Village Hall on Monday 4 March 2002

Representatives of the Highways Agency and main Contractors Balfour Beatty, were there to answer any questions. Also in attendance was representatives of Symonds, the Employers Agent, and Babtie, the Contractor’s Designer.

Further Information

Safety:

Motorists and pedestrians are asked to take special care when in the vicinity of the works area for the safety of themselves and those working close to traffic. Construction sites can be dangerous places for unauthorised people. Wherever possible the contractor will erect warning signs, fences and gates to clearly define the site boundaries. Please help him to maintain a safe site by making sure your children understand the dangers and are kept well clear of the site area.

Partnering:

The scheme incorporates a “partnering agreement” between the Highways Agency, Balfour Beatty (Contractor), Symonds Group (Employers Agent) and Babtie Group (Contractors Designer). In addition key sub-contractors, local authorities and statutory undertakers have been included in the agreement. A spirit of co-operation has been established across the organisations, with an open style of management and a team working approach for the duration of the contract. The parties have agreed to a set of common objectives and values and aim to resolve problems quickly and effectively. This partnering approach will benefit allparties to the contract, local residents and road user.
