The Strategy
Introduction
A Route Management Strategy is being developed by the Highways Agency to provide a ten-year framework for managing the trunk road network through Shropshire and into Wales. The routes considered are the A5 and A483 between Shrewsbury and the Welsh border by Wrexham, the A483 between Welshpool and Oswestry and the A458 between Shrewsbury and Welshpool.
The RMS will assist the Highways Agency in planning and optimising investment in the trunk road network. It will make better use of the network by:
- Spending money more effectively
- Make road planning tie in better with regional transport and planning decisions.
- Allow all users of the route to have their say.
Highways Agency has commissioned Babtie Group to assist in the development of this RMS, which is being produced in conjunction with Welsh Assembly Government.
The Strategy
The Route Management Strategy provides a framework against which proposals for improvements on the individual routes can be considered. To set up this framework a draft set of Route Functions, Development Control Objectives, Transport Policy Objectives and Route Issues have been agreed. These have been brought together to for a draft set of Route Aims.
The formulation of these functions, objectives and aims has been undertaken with stakeholders representing statutory consultees and road users. We now welcome the opportunity for road users and members of the public to input into this process.
Once the Consultation is completed, the functions, objectives, issues and aims will be reviewed to take account of the views expressed during the consultation. It is anticipated that the Strategy documents will be published in Autumn 2003.
Route Functions and Objectives
Route Functions.
The functions for each individual route have been collated into the following list covering all routes. A copy of each draft strategy document is available for inspection under documents.
- The A483 and A5/A483 are key elements in the strategic North/ South link to Wales
- The A5/ A483 forms part of the Trans European Network.
- The A458 is a key link between the West Midlands and mid Wales.
- The A483 is recognised as a core route in the Transport Framework for Wales
- The A5/ A483 carries significant levels of commuter traffic
- They provide the road network for public transport to serve surrounding towns and villages
- The A5/ A483 provides bypass of Shrewsbury, Oswestry, Wrexham and Nesscliffe.
- They serve businesses, schools and leisure activities.
- They provide access for agricultural vehicles and livestock.
- They are landscape and biodiversity corridors
- The A483 and A5/ A483 serve Rural Regeneration Zones.
Development Control Issues.
The Development Control Issues for each individual route have been collated into the following list covering all routes. A copy of each draft strategy document is available for inspection under documents.
- To maintain the safety of the network
- To obtain Developer Contributions to maintain network integrity where appropriate
- To facilitate appropriate development in Degeneration Areas
- To encourage and facilitate access to alternative modes of transport to the car
- To obtain Developer Contributions to assist in accessing alternative modes of transport to the car.
Transport Policy Objectives.

Safety
- To provide safe, easy access to local facilities
- To reduce accident numbers and severity
- To contribute to safer communities through management of traffic speeds.
- To improve conditions for vulnerable road users
- To provide appropriately spaced laybys and rest area facilities
- To provide safe overtaking opportunities at appropriate locations
Environment
- To reduce the effects of pollution
- To conserve and enhance biodiversity
- To protect and enhance the quality of the local communities on the routes
Economy
- To maintain the functions of the trunk road network
- To promote sustainable economic growth and support wider economic needs
- To encourage and support suitable regeneration and employment opportunities in rural areas.
- To improve journey quality for tourists
Accessibility
- To improve regional, national and European links
- To improve crossing facilities for all user groups
- To improve conditions for all users along the route
- To provide appropriate crossing facilities at rights of way
- To encourage the provision of a suitable standard of public transport infrastructure
- To promote and support walking, cycling and horse riding

- To facilitate improved interchanges between transport modes for people and freight
- To facilitate best use of existing transport infrastructure
- To facilitate the enhancement of public transport networks.

- To reduce the number of accidents resulting from overtaking manoeuvres
- To improve safety at junctions for all users
- To adopt a consistent approach to the management of vehicle speeds
- To improve accessibility for pedestrians, cyclists and equestrians along and crossing the routes
- To co-operate with bus operators to provide appropriate stopping facilities for buses and access for users.
- To reduce delays caused by accidents and maintenance
- To facilitate and support regeneration and employment opportunities

- To provide appropriate layby and rest area facilities

- To improve the operation of junctions
