The Project

The A69 Carlisle to Newcastle Trunk Road is the major east west route serving the north east of England. The A69 between the A1 in the east and the M6 in the west, provides an important link in the strategic road network, linking the industrial areas of the North East England and Teesside with the North West of England, the West of Scotland and, via the west coast ports, with Ireland. It also provides a route to the Lake District for holiday traffic. The route has been designated a part of the Trans European Road Network.

Discussion

The A69 Carlisle - Newcastle was the first contract in the £1billion Design, Build, Finance and Operate (DBFO) programme. The contract was awarded to Road Link (A69) Ltd a consortium of six companies comprising Morrison Construction, Christiani & Neilson Ltd, Henry Boot Construction, Impregilo S.p.A, ASTM SINA and Pell Frischmann.

The A69 between the M6 in Cumbria and the A1 Newcastle Western Bypass is approximately 84 kilometres long (31 km dual and 53 km single carriageway). There are around 100 structures along the route.

Road Link's concession will last for a period of 30 years and included the construction of the Haltwhistle Bypass and the operation and ongoing maintenance of the existing road. The payments are calculated on the number of vehicle kilometres travelled on the road, there is no direct payment of tolls by road users.

Road Link employed the A69 Construction Joint Venture (a consortium of Morrison Construction, Christani & Neilson Ltd, Henry Boot Construction and Impregilo S.p.A, with design support from Pell Frischmann Construction) to construct the A69 Haltwhistle Bypass. Since completion of the construction project Christiani & Neilson have withdrawn from the consortium and Morrisons have become a member of the Anglian Water Group.

The Bypass (built to relieve traffic using the A69 through Haltwhistle and reduce accident, congestion, air pollution, noise and vibration) is approximately 3.5 kilometres long and required the construction of 3 major structures; 2 bridge crossings of the river South Tyne and a bridge crossing the Newcastle to Carlisle Railway. The bypass is a single carriageway with metre wide strips over the whole length.

At present Road Link employ North Pennine Link (a joint venture of Cumbria County Council, Northumberland County Council and Newcastle City Council) to undertake the routine and winter maintenance work, but the retain responsibility for the road, though the Secretary of State remains the Highway Authority.

The Secretary of State has recently announced a proposal for construction of a bypass to haydon Bridge, Northumberland.
