1. Study Commenced - November 2002Data collection exercise started. Data was collected from internal and external sources including managing agents, traffic monitoring consultants and local authorities. The data was used to:
-Assist in establishing route functions
-Measure route performance
-Produce route performance frameworks
-Identify problems and issues
Following the data collection exercise, the programme was put on hold pending the Government's decision on whether the High and Low Newton Bypass was to go ahead. The study resumed in November 2003 following approval for the bypass.
2. Study Resumption - December 2003In November 2003, the Highways Agency published Version 2 of their Route Management Strategy guidance document. It was therefore necessary to adhere to this new guidance when progressing with the study. It was decided that the study would resume and that an initial public consultation exercise would take place where the public would be given an early opportunity to input into the study and to assist in identifying key route problems and issues. It is programmed for this initial public consultation exercise to be undertaken in February/March 2004.
3. Initial RMS and Value Management Workshop - March 2004Following a review of the objectives, functions and the key problems and issues of the route, plus the identification of outline route outcomes, the Initial RMS was developed. A Land Use and Development Control Statement, specifically developed for the A590 also feed into the Initial RMS. After the collation of the Initial RMS, a Value Management Workshop was held with the Strategy Group (Key HA, regional and local authority stakeholders). The purpose of the Workshop was to discuss and confirm the Initial RMS prior to the RMS Seminar.
4. RMS Seminar - April 2004This seminar aimed to present the initial RMS as work in progress and provided those invited with an opportunity to comment on what is proposed. In particular, the route problems and issues that the strategy aimed to address were agreed. Members of the Wider Reference Group, which, amongst others, included the strategy group plus key local stakeholders from the emergency services, local interest groups and transport and business organisations, attended the Seminar.
5. Draft RMS and Public Consultation - June to September 2004Following the seminar, the Draft RMS will be finalized and a public consultation of the proposed route outcomes will be held. A series of exhibitions will inform the public on the RMS proposals and provide an opportunity for comment. A public consultation report will be produced that outlines and reflects upon the comments made on the RMS proposals.
Publish Final RMS - October 2004The final strategy will be published alongside the publicity pamphlet.
