Route Functions and Objectives

ENVIRONMENT

  • To protect and enhance the built and natural environment.
  • To identify locations where noise levels are high, and mitigate where justified.
  • To ensure effective measures are in place to protect watercourses/groundwater from pollutant spillage on the highway.
  • To protect and enhance existing fauna and flora.
  • To protect and enhance the landscape character of the route and the built environment in the vicinity.

SAFETY

  • To maintain or improve road safety for all road users.

ECONOMY

  • To contribute to an efficient economy, and to support sustainable economic growth in appropriate locations.
  • To maximise route availability.
  • To seek to reduce disruption and delays to road users on congested sections of the route.
  • To give priority to the strategic and regional function of the route whilst acknowledging the local functions.
  • To plan all works to achieve optimum whole life cost and minimal disruption to users.

ACCESSIBILITY

  • To improve accessibility to everyday facilities on the route for non-motorised users.

INTEGRATION

  • To promote the integration of all forms of transport and land use planning, leading to a better, more efficient transport system.
  • To facilitate the integration of all modes of travel.
  • To contribute to, and subsequently implement, Regional Transport Strategies, Local Transport Plans, Regional Planning Guidance, and the Regional Economic Strategy.
  • To develop closer working relationships with transport providers and other network operators.
