A45 Ryton on Dunsmore Junction Improvement
EXPLANATORY STATEMENT
Introduction
The Highways Agency, on behalf of the Secretary of State for Transport, has published proposals to improve the A45/A445 junction at Ryton-on-Dunsmore, by building a new roundabout to improve safety at this junction.
Background
The A45 trunk road is an important all purpose dual carriageway between Birmingham and Northampton, which provides links to Coventry, Rugby and Daventry along the route. At Ryton-on-Dunsmore the road carries around 25,000 vehicles a day, approximately 14% of which are heavy goods vehicles.
Need for the Scheme
The current road layout allows traffic to cross the A45 both to and from Wolston Lane and Leamington Road via the gaps in the central reservation. This creates the potential for accidents and in recent years there has been a total of 21 accidents recorded on this stretch of the A45, all of which have involved vehicles turning and crossing at the junction and some of which have resulted in fatalities.
The construction of a roundabout here will improve safety at the junction by providing a safer alternative for traffic crossing or turning right. In addition to the major safety benefits to be gained from the scheme, it is believed that the financial benefits from the reduction in the number of accidents would exceed the cost of delivering the scheme.
Description of the Scheme
The scheme seeks to provide a four-arm roundabout on the A45 Trunk Road.
The proposed roundabout would incorporate a segregated left-turn lane for westbound entry onto the A445 Leamington Road from the A45 London Road and extensive realignment of the C207 Wolston Lane.
Draft Orders
The formal proposals are contained in:
The A45 Trunk Road (A45/A445 Ryton-on-Dunsmore Junction Improvement) Order 20 which provides for the road which the Secretary of State for Transport proposes to construct along the route described in the Schedule to the Order to become a trunk road;
The A45 Trunk Road (A45/A445 Ryton-on-Dunsmore Junction Improvement, Side Roads) Order 20 which authorises the Secretary of State for Transport to alter of divert roads adjoining or crossing the trunk road as necessary;
and
The A45 Trunk Road (A45/A445 Ryton-on-Dunsmore Junction Improvement) Compulsory Purchase Order 20 which empowers the Secretary of State for Transport to acquire land needed to carry out the improvement.
For a period of 6 weeks until 27th March 2003 anyone wishing to support, comment on or object to the proposals should write to the Highways Agency, at the address below, quoting reference HA 51/16/18.

Depending on the nature and weight of any objections to this proposal a Public Inquiry may be held before an Independent Inspector nominated by the Lord Chancellor. The decision on whether or not to proceed with the scheme as proposed will be taken by the Secretary of State for Transport and the First Secretary of State. They will not decide finally until they have considered any objections not subsequently withdrawn and, if there is a Public Inquiry, the report and recommendations of the Inquiry Inspector.
Objectors are advised that the substance of their objections and representations may be communicated to other people who may be affected by them.

NOTICE IS HEREBY GIVEN that the Secretary of State for Transport in exercise of his powers under the above-mentioned Acts has prepared a draft Compulsory Purchase Order, entitled as above, which he proposes to make, authorising him to purchase compulsorily the land described in the Schedule hereto for the purpose of: -
- the improvement of the A45 Trunk Road and construction of a new trunk road in pursuance of the Trunk Road Order in the Parish of Ryton-on-Dunsmore in the District of Rugby in the County of Warwickshire;
- the construction and improvement of other highways and the provision of a new means of access to premises in the said Parish and District in pursuance of the Side Road Order; and
- use by the Secretary of State in connection with such construction and improvement of highways and the execution of other works mentioned above.

THE A45 TRUNK ROAD (A45/445 RYTON-ON-DUNSMORE JUNCTION IMPROVEMENT, SIDE ROADS) ORDER 20
THE SECRETARY OF STATE FOR TRANSPORT hereby gives notice that he proposes to make the following Orders:-
An Order under section 10 and 41 of the Highways Act 1980 which will:
- provide that the road which he proposes to construct along the following route shall become a trunk road from the date when the Order comes into force -
- a route about 0.265 kilometres in length from a point 165 metres west-north-west of the centre line of the existing A445 Leamington Road at Ryton-on-Dunsmore in the County of Warwickshire, to a point 100 metres east-south-east of the same centre line.
- An Order under sections 12, 14 and 125 of the Highways Act 1980, in relation to the A45 Trunk Road and the new Trunk Road to be constructed by him at Ryton-on-Dunsmore in the County of Warwickshire, which will:
- authorise him to -
- improve a highway,
- stop up a highway,
- construct a new highway,
- stop up a private means of access to premises, and
- provide a new means of access to premises,
- provide for the transfer of the new highway to Warwickshire County Council as highway authority specified for it in the Order as from the date on which he notifies them that it has been completed and is open for traffic.
- authorise him to -
