The Project

The A1 Willowburn to Denwick road improvement scheme opened on the 27th March 2003. The road provides a strategic route linking North East England with the East of Scotland. The improvement includes extending the existing dual carriageway south of Alnwick 2.5 miles (4 km) northwards providing an improved through route for traffic using the A1 between Willowburn and Denwick.

POPE - Five Year After study

As part of our ongoing programme of Post Opening Project Evaluation (POPE) this scheme has been reviewed at one and five years after opening.  The studies compare  the outturn effects of this scheme to the predicted impacts.

The objectives of this scheme were to reduce the accident rate and improve journey time reliability.  These objectives have largely been met.

The actual journey time benefits are greater than predicted.  The disappointing estimate of the out-turn BCR is due to the predicted accident benefits not materialising.  The questions surrounding the basis of the of the accident prediction remain unanswered, as unfortunately much of the appraisal information was destroyed in flood damage.  Missing appraisal information has limited the conclusions that this study has been able to make.  The HA now has more robust data storage systems, with responsibility for archiving scheme data resting in house (not with our consultants) and documents stored electronically.
