The project arose from the A1 Newcastle Western Bypass and A1 Gateshead Western Bypass widening schemes that emerged from The Tyneside Area Multi Modal Study (TAMMS).

The total cost of the combined schemes, including inflation, of £800m was considered too expensive by the Secretary of State who, in his announcement of 9th June 2003, asked the HA to investigate lower cost options of reducing congestion in addition to the Local Highway Authorities being requested to consider means of introducing demand management measures.

The Highways Agency provided a progress report to the Minister for Transport in March 2007. Dr Ladyman agreed that the Agency should continue development of options.
