The Project

The scheme, which has been completed, provided a single carriageway bypass for the villages of Stainburn and Great Clifton.

Reports on Completed Road Schemes

Since 2001 the Highways Agency has been looking at the effects of all its large road improvement schemes after they have been opened to traffic. We refer to this process as Post Opening Project Evaluation or POPE for short. Large schemes are those costing over £5m and together they form the Targeted Programme of Improvements.

We look at the effects of each scheme twice or sometimes three times after they are opened.

For some schemes we carry out a Traffic Impact Study as soon as possible after opening. At this stage only traffic flow and journey times are investigated and compared with data collected before opening. We normally work in partnership with the Local Highway Authority to produce a report which descibes the initial impacts of the scheme on both local and trunk roads in the area.

All schemes are evaluated one year after opening. Traffic flows and journey times are re-examined, together with an initial investigation of accident levels, although accident figures for a single year may not be typical of an average year and this needs to be treated with caution. The study of environmental impacts is being developed. We compare the actual impacts of the scheme with the predictions before we started.

This report represents the ‘Two-Year After’ study for the A66 Stainburn and Great Clifton bypass. This report has been prepared as part of the Post Opening Project Evaluation (POPE) Commission and builds on the previous TIS report prepared for the Highways Agency.
