1. Introduction
BACKGROUND
1.1 Atkins was appointed by the Highways Agency to undertake the M5 Junction 9 to 15Route Management Strategy (RMS) in 2002. The following report summarises theoutcome of the M5 J9-15 Route Management Strategy (RMS) process in accordancewith the Highways Agency Route Management Strategy Guidance Note issued 25January 2002.
1.2 The route under consideration covers the M5 Motorway south of Junction 9 to northof Junction 15, from Tewkesbury to Bristol. The route is approximately 40 miles / 64kilometres in length and comprises 6 junctions. The road is dual - three lanecarriageway throughout and is the main artery between the North Midlands and theSouth West. The area under consideration is shown in Figure 1.1.

OBJECTIVE OF THE REPORT
1.3 This report will outline the process followed since the inception of the projectculminating in a 3 year Route Action plan and a 10 year Route Management Plan. Itwill largely summarise the data collected in the following reports:
- RMS Seminar Report;
- Value Management Workshop 1 Report;
- Value Management Workshop 2 Report; and
- Public Consultation Report.
1.4 The report will cover each of the following points in turn:
- Scope of the RMS;
- Route Functions and Objectives;
- Route Problems and Issues;
- The M5 RMS Process and Route Performance;
- The Ten Year Management Strategy and 3 Year Plan; and
- Conclusions and Recommendations.
