A419 Commonhead Junction Improvement

SUMMARY

As part of the Targeted Programme of Improvements (TPI) programme, now known as the Programme of Major schemes, WSP Civils were commissioned by the Highways Agency to investigate options to improve Commonhead Junction.

The study has reviewed previous work in order to quantify the possible impacts of alternative layouts and recommended a layout option to be taken to public consultation.

The Public Consultation period was from 22nd January 2003 to 16th April 2003. The consultation process was carried out by the production and distribution of a consultation document to local residents and various consultees, and a Public Exhibition to show the three options considered and why an overpass junction improvement was proposed. A Highways Agency preview of the exhibition was held for the representatives of the Parish Councils and Swindon Borough Council on 22 January. Public Exhibitions took place on 31st January and 1st February 2003.

The majority of the responses have been supportive, with 348 supporting the proposed improvements and 73 responses against. Some of those opposing the scheme were concerned about specific proposals like the junction arrangements at Commonhead and other junctions along the A419, the closure of the access to Dayhouse lane and noise impacts.

Taking in to consideration the comments made by the public and the official bodies, it is recommended that a submission should be prepared for the Secretary of State to confirm that the overpass option be adopted as the preferred junction improvement.
