Spring 2005 Newsletter

Introduction

The Highways Agency has published this fifth newsletter to help people keep up to date with the progress of the A419 Commonhead Junction Improvement project since the Winter 2004 Newsletter.

Progress Since Last Newsletter

The Highways Agency published the draft Orders for the scheme on 13th January 2005. The draft Orders outline the proposals for the project and identify land acquisition requirements and changes to the existing road system. These details together with scheme plans and environmental mitigation measures were presented at a public exhibition held on 21st January at Liden Community Centre. The exhibition was well attended and gave the local community the opportunity to discuss the proposals with the Highways Agency's team.

The period for raising objections to the proposed scheme closed on 31st March 2005. The Highways Agency is pleased to report that although onel objection was received, it is felt that the nature of the objection is such that it can be addressed without the need for a Public Inquiry. This means that pending a decision by the Secretary of State, construction work can start in Autumn/Winter 2005.

The Highways Agency is pleased to announce that the Public Information Centre is now open to visitors. The centre is situated in Durban House, Lady Lane, Blunsdon and is open on Wednesdays between 10:00 and 18:00. This facility enables members of the public a further opportunity to view the scheme proposals and discuss any concerns or issues with representatives of the team.

Next Stage

The next stage depends on the Secretary of States approval to proceed. Once this has been confirmed the team can progress with the detailed design of the scheme. It also enables the process for acquiring land needed by the scheme to commence.

The detailed design will require additional Ground Investigation works to be undertaken ahead of the main construction activities. The intention will be to carry out these works during the summer 2005. The majority of the investigation works will be planned for daytime hours although a small amount of work will need to be completed at night to minimise the disruption to traffic. The local residents will be notified of the planned programme in advance of the work.

During the summer the main contractor for the scheme (Alfred McAlpine) will take the opportunity to start making preparations for the main works to commence in Autumn 2005. This will include finalising the construction programme and traffic management proposals.

Looking Ahead

The next key event following a positive decision by the Secretary of State will be the legal completion and advertising of the Orders. Once this has been successfully completed public preconstruction exhibitions will be held locally. This will give Alfred McAlpine the opportunity to present details of how they intend to construct the scheme. This will include a programme and details of the traffic management proposals. Members of the Highways Agency and the Contractor's team will be available to discuss the proposals and address any concerns regarding the works. These exhibitions are anticipated for late summer 2005 and will be publicised locally and in the local press.
