1 Introduction
1.1 A Route Management Strategy (RMS) for the A49 was prepared by Halcrow Group Limited for the Highways Agency and published in December 2004. The Strategy sets the main objectives for managing the A49 (between Ross-on-Wye and Shrewsbury) and is summarised in a series of Route Outcomes, which are shown in Appendix A and summarised in Section 3 of this report.
1.2 The ultimate aim of a Route Management Plan (RMP) is to identify a programme of schemes to deliver the Route Outcomes developed in the RMS. This programme should take into account the priorities identified in the RMS, the perceived needs and issues along the route, the potential impact of proposed developments and the benefits that can be achieved by the individual improvements.
1.3 AmeyMouchel has developed a formal programme of studies to deliver the RMS Route Outcomes from which future schemes can be identified taking account of priorities set in the RMS and the Highways Agency's Programme Objectives Guide. The programme will be subject to amendment as Highways Agency Objectives develop and changes to circumstances arise on the A49. The programmes in the appendices to this plan are a development of the studies already carried out on the route such as the Ross to Hereford Safety and Environmental Study from which schemes have been identified and implemented.
