1 Introduction
1.1 The Date and Venue of the Workshop
A one day workshop took place on Thursday 18 March in Room 3W/4C, City House, New Station Street, Leeds, LS1 4UR to consider the M1 and M621 within the Leeds City Council administrative area.
The workshop ran from 9:30am to 4:00pm.
1.2 Purpose of the Workshop
The workshop was arranged to work out and develop an agreed strategy relating in particular to:
- the Functions of the M621, and M1 in the Leeds City Council area
- Problems and Issues hindering achievement of these Functions
- Objectives for the M621, and M1 in the Leeds City Council area
- the Land Use and Development Control Statement
- possible interventions on the M621 (to mitigate problems and issues)
- achievable Outcomes for the M621, and M1 in the Leeds City Council area
- to confirm Leeds City Council's plans and proposals, and the programme for these relevant to the Leeds area
This document is the report from the workshop and the following sections provide details on the background, outputs, participants, agenda and the presentations given at the workshop.
1.3 Background Information
This workshop was arranged as an additional event in the process developing the RMS for the M1and M621 motorways. Participation from Leeds City Council in the earlier stages of the RMS - notably the seminar stage consultation - was by way of completion of the Questionnaire and submission of a position statement. Unfortunately Leeds City Council was not able to attend the Stakeholder Workshop held on 9 December. This event identified the significant interrelationship between the M621 and the local road network of Leeds so this M621 workshop was arranged to address this.
In advance of this workshop a handbook was circulated to all attendees together with a list of possible options/interventions which may be applicable to the M621. A core part of the workshop was the consideration and scoring of the options/interventions listed, and the identification of others.
The workshop handbook tabled key Policy Objectives, detailed those Functions identified by the Stakeholder Workshops, and listed those Problems and Issues confirmed by the stakeholder workshops under the strategy component headings being used to develop the RMS.
A presentation (included in Appendix A) was used to lead the workshop through the agenda, develop discussion and satisfy the purpose of the workshop.
