Syndicate F identified a number of solutions that would solve the problems identified, these are listed below:

Solution A - Improve public transport

  • Build the by-pass
  • Extend the Metrolink
  • "Integrate project" with other schemes in the area
  • Consider an appropriate railway station location
  • Provide a Trans Pennine Rail at Woodhead
  • Improve local public transport services
  • Provide a park & ride facility

Solution B - Alternative freight strategy

  • Invest in rail
  • Provide improved interchange facilities

Solution C - Small scale measures

  • Provide Quality Freight Corridors
  • Provide Quality Bus Corridors
  • Provide safe routes to school
  • Undertake local safety schemes
  • Provide cycle measures
  • Change the priorities at traffic signals
  • Re-educate the public regarding public transport
  • Undertake a route management strategy

Solution - Change Road Hierarchy

  • Provide a strategic freight route
  • Downgrade the A628/A57 - detrunk

Solution E - Land Use

  • Encourage industrial investment
  • Limit housing allocation
  • Provide new housing with no parking facilities
  • Provide jobs but do not allow parking
  • Support urban renaissance

Solution F - Tolls On:

  • Workplace parking
  • On/off street parking
  • Residential permits
  • Cross National Park Toll

Solution G - Build By-Pass

Consider:

  • Dual carriageway
  • Complementary measures
  • Single carriageway
  • Alternative routes

These seven options listed were then evaluated against the problems and issues identified in the morning syndicate sessions and the table completed. The results of this evaluation are included below.
