Public Consultation
M1 Jct 10 to 13 Widening
Introduction
A Public Consultation on the proposals for widening the M1 between Junction 10 south Luton, and Junction 13 Bedford, was held between November 2004 and January 2005. This information summarises the results of the Public Consultation.
Public Consultation
The public consultation leaflet was distributed to approximately 5500 residential and business properties. A further 700 were deposited at the local council offices, town councils and libraries. Details were also published on the Highways Agency's website.
Public Consultation Exhibitions were held at:
- Challney High School for Girls on 25th - 27th November 2004
- Aspley Guise Lower School on 4th December 2004
- Flitwick Leisure Centre on 14th - 15th January 2005
The consultation period ended on 9th April 2005.
Responses to Public Consultation
The public exhibitions were attended by 1554 people and 188 comments were made. 733 completed questionnaires were received. The majority (82%) of the respondents expressed the view that the proposed improvements to the motorway were necessary.
Comments from the General Public
The public recognised the need for the widening and generally supported the improvements. The Public Consultation highlighted a number of general concerns that included traffic queues, congestion, and unreliable journey times.
The public was also concerned about the possible deterioration of the environment in terms of noise and air quality.
Specific concerns arose including coordination of construction with the widening at M1 Junctions 6A - 10, disruption during construction works, the possible impact on property prices and poor driver behaviour.
Comments from Local Councils and other bodies
As part of the consultation, reports on the proposals were forwarded to the county councils, local authorities, the Environment Agency and English Nature, the local emergency services, parish councils and other user groups.
The responses expressed general support for the proposals to widen the motorway. A number of issues were raised which will be considered as the detailed design is developed.
The Highways Agency will continue to consult with these bodies throughout the detailed design of the project.
Views of the Highways Agency
The views expressed at the public consultation demonstrated considerable local support for the proposed improvements. Having carefully considered the information collected, the Highways Agency recommends that the proposals indicated here and at the public consultation be developed for construction in 2008 (subject to statutory processes and funding).
The Highways Agency recommends that the concerns raised be considered further during the future planning and design services.
