1. Introduction
1.1 This report outlines the results of traffic surveys carried out to monitor the effects of the recently opened A650 Bingley Relief Road in West Yorkshire. The trunk road scheme has improved a single carriageway section, from Crossflatts roundabout to Cottingley Bar, to a new dual carriageway road, as shown in Figure 1.1.
1.2 This is one of the biggest road schemes in Yorkshire and Humber. It has twenty six structures including nine bridges throughout its three mile length, a new bridge spanning the River Aire, a low level bridge spanning Bingley South Bog and a new footbridge.
1.3 The A650 Bingley Relief road opened to traffic on the 22nd December 2003 with an official opening ceremony on 12th January 2004. 'Before' and 'After' traffic data was collected prior to and after this date in order to prepare a Traffic Impact Study (TIS) on the effects of the scheme opening. In addition, traffic data from Highways Agency and City of Bradford Metropolitan District Council count sites has been used to evaluate the effects of the opening of the A650 Bingley Relief Road on the wider traffic routeing patterns in the area.
1.4 Chapter 2 of this report discusses the data collected as part of the TIS study. Chapters 3 and 4 summarise the main results and local impacts. Chapter 5 presents the main conclusions.
