The Project Control Framework
This framework sets out how we, together with the Department for Transport, manage and deliver major road improvement projects.
Executive Summary
The A41 Aston Clinton bypass officially opened to traffic on the 3rd October 2003. It comprises of a 6.3km (3.9mile) section of new dual carriageway, bypassing the Buckinghamshire village of Aston Clinton. The bypass further upgrades the A41 between Aylesbury and the M25 motorway to the east. The recently bypassed section of the A41 is predominately single carriageway through the village that experienced environmental, safety and severance problems at various locations. The new bypass scheme was designed primarily to alleviate many of these problems.
'Before' and 'After' traffic data for the bypass was collected immediately prior to and after scheme opening to monitor the initial effects of the new scheme. Monitoring will continue, to evaluate impact locally.

The three main effects of scheme opening are as follows:
- The new bypass was used by about 18,100 vehicles per day (vpd), in the month following opening, and daily traffic flows through the village have reduced from 26,400 vpd to 9,200 vpd, an approximate reduction of 65%. Therefore, the bypass has been successful in removing traffic out of Aston Clinton;
- There are Journey Time Savings of up to nine minutes for certain movements along the A41 following the opening of the bypass; and
- There has been a decrease of traffic of up to 1,000 vpd on the A413, and on the B4544 and B4009 linking the A41 to the A413.
