The Project Control Framework

This framework sets out how we, together with the Department for Transport, manage and deliver major road improvement projects.

Data Collected

  1. The Traffic Impact Study (TIS) for the A41 Aston Clinton bypass included the following surveys:

    'Before' Surveys

    • 9 Buckinghamshire County Council sites, (6 permanent and 3 manual counts);
    • 1 Hertfordshire County Council site;
    • 4 Highways Agency permanent count sites; and
    • Journey Time Surveys (JTS) on the A41, A413, B4544 and B4009, undertaken on the 14th July 2003.

    'After' Surveys

    • The 'After' surveys mirror the 'Before' surveys with additional data obtained from a new automatic counter site on the new bypass and an additional Journey Time route along the new bypass. The 'After' Journey Time Surveys were undertaken on the 22nd October 2003.
  2. The details of the 'Before' and 'After' surveys are described below.

AUTOMATIC TRAFFIC COUNTS (ATC)

  1. The scheme itself opened on 3rd October 2003, and thus, the count equipment was connected well before and scheduled to continue until well after opening to incorporate the scheme opening day and the weeks after opening.
  2. The ten existing and new Buckinghamshire County sites used were as follows:

    Permanent Automatic Count Sites

    • A413, Walton St Gyratory, Aylesbury;
    • A413, County Farm, Stoke Mandeville;
    • A413, Wendover Bypass;
    • B4544, Weston Turville;
    • B4009, Halton;
    • A41, Bedgrove, Aylesbury; and
    • New A41 Aston Clinton Bypass.

    Manual Counts (MCC)

    • C68 World's End Lane;
    • B4009, (East of C68 World's End Lane); and
    • B4009, (between A4010 and A413).
  3. The one Hertfordshire County Council site used was as follows:
    • B488, Icknield Way, Tring (South of Miswell Farm).
  4. Traffic data has been obtained from four Highways Agency permanent count sites on trunk roads, namely;
    • A41, Tring Hill;
    • A41, Aston Clinton;
    • A41, Berkhamstead Bypass; and
    • A41, Tring Hill Bypass.
  5. All count sites used are illustrated in Figure 2.1 overleaf:

JOURNEY TIME SURVEYS

  1. Journey Time Surveys (JTS) were undertaken on four of the roads around Aston Clinton, namely:
    • 'Orange route': A41 from New Road to A4251 (through the village);
    • 'Black route': B4544 from A413 to A41;
    • 'Blue route': B4009 from A413 to A41; and
    • 'Red route': A413 from London Road roundabout to B4544.

    A further JTS was undertaken on the A41 after scheme opening, with the same start and finish point as the 'Orange route' but using the new bypass.

    'Before' Journey Time Surveys previously undertaken on Monday 14th July 2003 were used for comparison with surveys carried out on Tuesday 21st October, post scheme opening. Survey periods included the morning (08:00-09:00) and evening (17:00-18:00) peaks as well as an inter-peak period (10:00-15:00).
