As a result of objections and other representations made in response to the publication of the above draft orders, two alternatives to the Highways Agency proposals have now been published. The plans and text below describe and show these alternatives. Plans showing these alternatives in more detail may be seen at the offices of the Highways Agency, Information Point, 9 West, City House, New Station Street, Leeds LS1 4UR.
The Highways Agency's proposals and these alternatives will be considered at the Public Local Inquiries due to start at The Bridge Inn, Walshford at 10.00 on Tuesday 31 January 2006. Mr Colin Tyrrell, an independent Inspector nominated by the Lord Chancellor, will conduct the Inquiries.
Anyone who feels that they may be affected by these suggested alternatives has an opportunity to attend or be represented at the Public Inquiries or make their views known in writing to the offices of the Highways Agency. Major Projects Division, 8 West, City House, New Station Street, Leeds LS1 4UR, so that the Inspector may be aware of their views when he submits his report to The Secretary of State for Transport.
OBJECTORS ALTERNATIVE 1
This alternative amends the alignment of the A1 between A659 Grange Moor Junction and Wetherby Racecourse. The new alignment would cross Wetherby Grange Park. A new bridge would be required over the river Wharfe. Demolition of some buildings at Park Hill Farm and Rose Dene Farm would be required. A new bridge would be required at Walton Road. The local access road between Wattle Syke roundabout and the Wetherby Jarvis roundabout would make use of the existing A1 carriageway as far as possible. The north facing slip roads at Grange Moor Junction would need to be realigned.
(See plan A1 Bramham to Wetherby Objector's Alternative 1)
OBJECTORS ALTERNATIVE 2
This alternative relocates the local access road between Tenter Hill and Grange Moor Junction on to the east side of the A1. This local access road would make use of the existing carriageway at Clifford Moor layby and the existing slip road at Bramham. The A1 carriageway between Bramham and Grange Moor Junction would be realigned to the west to allow this local access road to utilise the existing A1 southbound carriageway as far as possible. New roundabouts are proposed on either side of the Grange Moor Junction to form a "dumbbell" arrangement. North and south facing sliproads at Grange Moor Junction would be realigned to tie into these roundabouts. The A659 to the west of the A1 would have to be realigned slightly to tie into the western roundabout.
(See plan A1 Bramham to Wetherby Objector's Alternative 2)
In addition, The Secretary of State for Transport proposes the following modifications to the Draft Orders -
THE (A1 MOTORWAY)(BRAMHAM CROSSROADS TO KIRK DEIGHTON JUNCTION AND CONNECTING ROADS APPROPRIATION) ORDER 20
In the SCHEDULE, the sentence before paragraph 1 will be changed to:
- Route of the New Motorway Labelled A on Plans 1, 2 & 3
The sentence before paragraph number 2 will be changed to:
- Route of the New Connecting Road Labelled B on Plan 3
The sentence before the paragraph number 3 will be changed to:
- Route of the New Connecting Road Labelled C on Plan 3
THE (A1 MOTORWAY) (BRAMHAM CROSSROADS TO KIRK DEIGHTON JUNCTION AND CONNECTING ROADS) SCHEME 20
Under Schedule 1, the distance quoted should be 10.04 km (Not 6.8km as stated)
THE A1 TRUNK ROAD (BRAMHAM TO WETHERBY UPGRADING SIDE ROADS) ORDER 20
In section 6 of the Order, part (iv) should read
- (iv) "the plan" means one of the plans numbered 1 to 7...
A modification is required to the Key Plan which will:
- For clarity, although Plan 7b is included with the above Order, Plan 7a is not used and is therefore not present. The Key Plan will be modified to reflect the correct plans.
A modification is required to Site Plan 1b which will:
- Extend the area of Highway to be Improved (Cross Hatching) from its existing southern extent (approx 50m south of the point where Spen Common Lane turns east) southwards along Spen common Lane to the A64 Bramham Crossroads roundabout (approximately 650m).
The purpose of this modification is to allow for the construction of the proposed footway & cycleway within the existing highway verge.
A modification is required to Site Plan 4b which will:
- Reduce the area of Highway to be Improved (Cross Hatching) so that it remains between the boundary of the existing length of Moor Lane.
- Designate the realigned length of Moor Lane as New Highway (reference I).
- Amendments will be made to the CPO to ensure consistency.
- Designate the realigned length of Moor Lane as New Highway (reference I).
A modification is required to Site Plan 5b which will provide a new turning head. The turning head will be located on the northern side of the new highway at the point where the new private means of access (labelled 5) is currently shown. This new private means of access will be relocated so that access is gained from the turning head.
This notice together with the revised plans will be placed on deposit as Deposit Document 252
