The Strategy

Introduction

The M11 Motorway is one of the main north south transport corridors in England, linking London and the South-East to East Anglia and via the A14 all purpose trunk road, on to the Midlands and central England. The motorway has a key role to play in the development of Stansted Airport and the London, Stansted, Cambridge and Peterborough Growth Areas.

Policy Objectives

In order for the Highways Agency's policy objectives for the M11 to integrate with wider planning, economic and transport objectives, a comprehensive review of National, Regional and Local Objectives pertinent to the M11 route has been undertaken.

The Policy Objectives established for the M11 Motorway are listed below.

Environment

Government Objective: To protect and enhance the built and natural environment

Route Policy Objective:

Env1 To identify locations where noise levels are high and mitigate where appropriate
Env2 To seek to improve air quality (with special regard to Air Quality Management Areas)
Env3 To use environmentally friendly lighting when replacing existing or providing new systems
Env4 To ensure effective measures are in place to protect water courses from pollutant spillages on the motorway
Env5 To maintain a clean and tidy route

Safety

Government Objective: To improve safety for all travellers

Route Policy Objective

S1 To review the number and quality of service areas
S2 To review and where possible improve the safe operation of motorway junctions and links
S3 To investigate where the provision of improved lighting would improve safety, without disproportionate environmental damage
S4 To achieve a consistently high standard of variable and static signing along the route
S5 To encourage road users to travel at an appropriate speed
S6 To improve safety for non-motorised users (pedestrians, cyclists and equestrians) crossing the route at interchanges or bridges
S7 To review the security of more vulnerable users crossing the route at interchanges, bridges or subways

Economy

Government Objective: To contribute to an efficient economy, and to support sustainable economic growth in appropriate locations

Route Policy Objectives:

E1 To give priority to the strategic, then regional functions of the route
E2 To maximise the capacity of the route to carry people and goods with minimal environmental impact
E3 To reduce congestion
E4 To minimise traffic disruption due to traffic incidents
E5 To maximise the availability for use of the route for users, and the serviceability of the road, structures and other highway equipment
E6 To improve safety for non-motorised users (pedestrians, cyclists and equestrians) crossing the route at interchanges or bridges

Accessibility

Government Objective: To promote accessibility to everyday facilities for all, especially those without a car

Route Policy Objectives:

Ac1 To improve cycle facilities at grade separated junctions
Ac2 To improve access and provide more reliable journey times for public transport
Ac3 To improve facilities for non-motorised users crossing the route
Ac4 To reduce community severance

Integration

Government Objective: To promote the integration of all forms of transport and land use planning and development, leading to a better, more efficient transport system.

Route Policy Objectives:

In1 To improve user information
In2 To increase knowledge of user patterns and needs
In3 To make better use of the route by working in partnership with road users, transport providers and operators, local authorities and those affected by the network
In4 To contribute to Regional and Local transport and development plans
In5 To recognise the two-way interaction between the RMS and all related MMS studies
