The Strategy

Route Functions and Performance

In its management of the motorway and trunk road network towards this end, the HA are guided by a number of key objectives:

  • Giving priority to maintenance whilst minimising whole life costs
  • Developing the network operator role
  • Reducing congestion and increasing journey time reliability
  • Carrying out the targeted investment programme
  • Minimising the environmental impact of the trunk road network
  • Improving safety for all road users
  • Working in partnership and promoting choice and information for travellers

Providing focus for these key objectives within the Government's five investment criteria, the HA have produced a set of strategic plans, outlining its method, strategy and vision for the future. These plans provide the context for the development of a set of performance functions for the M11 which reflect the character and operation of the route.

National Functions

NF1 Forms part of the link from London to East Anglia
NF2 Forms part of the Trans-European road network from Berlin to Birmingham
NF3 Forms part of the international freight movement corridor
NF4 Connects two of Britain's major cities - London and Cambridge
NF5 Provides the main link from Stansted Airport, London's third busiest airport, to the national road network
NF6 Is part of the transport corridor serving the London-Stansted-Cambridge-Peterborough Growth Area, including Harlow
NF7 Provides a link from the Channel Tunnel and the south and east coast ports to the North

Regional Functions

RF1 Provides a link from the Thames Gateway to the national road network
RF2 Forms one of the three motorways (M1, M11 and M40) from the M25 to the North
RF3 Forms one of the two (M1 and M11) motorway links from the M25 southwards towards Central London
RF4 Facilitates the movement of the regional workforce to and between major centres of employment including Cambridge, Saffron Walden, Stansted, Bishop's Stortford, Harlow and North-East London
RF5 Provides a link along the M11 to the regional airports, such as London city and Cambridge

Local Functions

LF1 Acts as a local route around the urban areas of Cambridge, Bishop's Stortford, Harlow and North-East London, giving relief to local roads
LF2 Acts as an access to the countryside
LF3 Forms a diversion route for the M25 and other routes

Future Performance

The future route performance of the M11 is dependent on improvements to its operation and maintenance that will begin to resolve the conflict between its functions.

Through maintenance studies and schemes that the RMS can identify and recommend, these also have the potential to influence and improve the route functions and therefore give greater route performance whilst minimising whole life costs.

The RMS anticipates changes in the functions of the route that will incorporate greater integration between local and strategic-regional functions. Reducing the conflict between functions is likely to make a greater impact on route performance, improving safety for all users, increasing journey time reliability and improving integration and accessibility for the route's catchment area.

Future National Functions

There are no changes expected to the National Functions, subject to the availability of capacity.

Future Regional Functions

The three additional Regional Functions are:

RF6 Supports Multi Modal Interchange at Stansted Airport
RF7 Provides a transport link in the London-Stansted-Cambridge-Peterborough Corridor, as outlined in the Sustainable Communities Plan and emerging RSS14
RF8 Provides quick and safe journeys for athletes, officials and spectators during the 2012 London Olympics

Future Local Functions

One additional Local Function is:

LF4 To provide an access to existing and future public transport infrastructure including the Trumpington (M11, J11) and Madingley Road (M11, J13) Park and Ride sites and the potential guided bus-way in Cambridge
