Route Outcomes
Route Outcomes (ROs) set out what the HA will seek to obtain from the M11 route over the ten year period of the RMS. They are designed to contribute to the Policy Objectives, improve the performance of the Route Functions, support the Land Use and Development Control Statement and address Route Problems and Issues along the whole route or at specific locations.
Route Outcomes are initially developed from Route Problems and Issues, proposed land use developments, development planning control policies and where poor route performance has been identified. For each scenario that affects the function or performance of the M11 route, a Route Outcome has been derived. This produces a large number of possible actions that after rationalisation, the HA will seek to use to prioritise improvements for the M11 over the next ten years.
The Route Outcomes focus on achieving the three elements on the HA's slogan and they are:
- "Safe roads, Reliable journeys, Informed travellers"
Route Outcome Summary Sheets
HA's prioritisation for delivery of the possible actions, found in the summary sheets, or the importance of particular route outcomes over others.
The following have been identified as Route Outcomes:

| RO7 | Improve Non-Motorised User (NMU) facilities, particularly at M11 junctions |
| RO8 | Facilitate increased multi-modal transport integration |
| RO9 | Improve the accessibility of the M11 at all existing junctions |
| RO10 | M11 Junction 4 - Improve safety and reduce congestion at the M11/A406 Junction |
| RO11 | M11 Junction 7 - Improve operation of the M11/A414 Junction |
| RO12 | M11 Junctions 9 to 14 - Reduce exit blocking on slip roads approaching Cambridge (peak periods) |
| RO13 | M11 Junction 14 - Reduce the problems of congestion, weaving and accidents |
| RO14 | Minimise the traffic effects from future growth at Stansted Airport |
| RO15 | Minimise the traffic effects from the growth areas along the London-Stansted-Cambridge-Peterborough corridor, including Harlow |
| RO16 | Minimise the effects of the M11 on the local roads |
| RO17 | M11 Junctions 8 to 9 - Reduce the impact of the gradients on this 2-lane section |
