Public Consultation Report - Summary - June 2005

Executive Summary

The Public Consultation (PC) gave the members of public and other stakeholders the opportunity to give their views on the Route Management Strategy and how the Highways Agency (HA) should manage and operate the M11 over the next 10 years. Comments received from the consultation would be given careful consideration before the M11 Route Management Strategy (RMS) is finalised.

The views expressed by those who responded to the Public Consultation are not necessarily endorsed by the HA. Whilst serious consideration will be given to all suggested ideas, additions or changes to the Initial RMS document, these will not automatically be taken forward into the Final RMS document.

Section 2 explains the methods adopted to approach the public with the aim of obtaining comments.

Sections 3.1 & 3.2 demonstrate the analytical work from the collected data.

Sections 3.3 & 3.4 give a brief and explanatory summary to the outcomes from the data analysis.

It is generally felt that the M11 RMS consultation has been conducted successfully. The consultation reached a wide and varied audience, with 1,322 responses received from across the East of England region.

The five most important Route Outcomes (RO) for the M11 as defined by the respondents to the PC, are listed below in numerical order:

  • RO1 Improve journey time reliability - London to Cambridge
  • RO2 Reduce accidents clusters on the route with particular reference to junctions and known accident high risk sites
  • RO5 Minimise the impact of the M11 on the natural environment
  • RO6 Minimise the impact of noise caused by the M11, with particular reference to areas suffering from high noise severity
  • RO12 M11 Junction 7 - Work with Local Authorities to improve operation of the M11/A414 Junction

Safety, congestion and noise on the M11 motorway appear to be the core issues with the majority of respondents. Other environmental considerations also figure highly and this suggests that any solutions identified need to be sensitive to these concerns.
