Inception Report

1 Introduction

1.1 Overview

Oscar Faber has been appointed by the Highways Agency to carry out a study of the three at grade A38 Derby Junctions. The study is one of a series of roads-based studies announced by the Government in July 1998, aimed at addressing transport problems on parts of the Trunk Road network, which currently have no programme for improvement.

The three junctions of concern are:

  • The A38/A5111 Kingsway roundabout;
  • The A38/A52 Markeaton roundabout; and
  • The A38/A61 Abbey Hill roundabout.

1.2 Study Objectives

The study objectives are as set out in section 1.4 of the brief.

In summary the overall study aim is to investigate congestion and safety issues at the junction and to develop a strategy for improvement, taking account of all relevant economic, environmental, safety, accessibility and transport integration factors.

More specifically, the four key study objectives are to:

  • Complete a detailed appraisal of congestion and safety at the junctions for both the current year and future year scenarios through to 2021;
  • Identify sustainable, deliverable costed up options for future improvements;
  • Provide a recommended preferred strategy for action and funding investment; and
  • Produce a cost-benefit analysis of a number of measures/policies recommended for an implementation strategy

1.3 Inception Report

The purpose of this Inception Report is to describe the consultants approach to the study and to set out details of the study programme and resourcing. Subsequent sections of the report describe:

  • The study methodology (Section 2);
  • The approach to traffic modelling (Section 3);
  • The approach to consultation (Section 4);
  • Documents reviewed to date (Section 5);
  • Study organization and management (Section 6), and
  • Staff resources and study programme (Section 7)
