Installation of New Zebra Crossing
What is happening?
On Monday 24 April, the Highways Agency will start advanced works to install a new zebra crossing at Strand Quay in Rye. This will include all works that will affect the footpath including the installation of poles, dropped kerbs and tactile paving, which is used to alert the visually impaired to the location of the crossing.
How is the work being carried out?
The advanced works will require three way traffic lights and will be carried out between off peak hours between the hours of 09.30 and 15.30. Outside of these hours, all traffic management will be removed. This phase of the works is expected to be complete by Friday 28 April so that all traffic management is removed by the Bank Holiday weekend.
During the last phase of the A259 Rye scheme, the work to complete the zebra crossing will be undertaken, including resurfacing and completion of all road markings.
Why is the zebra crossing being installed?
The zebra crossing will provide a safe crossing facility across the A259 at this location and will be of particular use to people that park in Gibbets Marsh public car park. It is also in addition to the current zebra crossing that is on the A259 on the other side of the roundabout.
A259 Resurfacing Works
What is happening?
On Tuesday 2 May, resurfacing works along the A259 between "Skinners" roundabout and "Kettle of Fish" roundabout will commence. The works will be carried out in four phases starting from Skinners Roundabout and finishing at Kettle of Fish roundabout, where works will include resurfacing the roundabout and the new zebra crossing. These works are expected to last for approximately six weeks.
The works will involve the removal of the existing road surface and replacement with a smoother and quieter road surface. These works are essential to ensure the continuing high performance of the road and are part of an ongoing programme of works by the Highways Agency.
How are the works being carried out?
Due to the length and narrow curved layout of the road, it will be necessary to close the A259 between Skinners and Kettle of Fish roundabouts. During each phase of the works, there will be no access by car to residential properties on that the section of the works or to residential properties on any side roads that are affected by that phase. However, residents within the other phases will be given access to their properties. Pedestrians will always have access along the road.
Due to parking restrictions along the diversion route, the works will be restricted to between the hours of 08.00 and 18.00 Monday to Saturday, however each closure will remain in place outside these hours and until the completion of that section of the works.
Will I be advised about the phase that will directly affect my property?
The Highways Agency will contact all residential properties and businesses directly affected by each phase by letter, prior to the start of the works.
Where can I park my vehicle?
When the closure is in place, those residents affected will be provided free overnight parking in the car parks located adjacent to Skinners and Kettle of Fish roundabouts. The Highways Agency will provide parking tickets to affected residents for display within vehicles.
Regular checks will take place within these car parks by an overnight watchman who will undertake regular patrols, however the Highways Agency would advise that no valuables are left in vehicles and do not take responsibility for any vehicles. If the watchman witnesses anyone breaking into a vehicle, they will contact the Police and advise of the situation.
What about deliveries to my business?
The Highways Agency will work with commercial businesses affected by the closures to minimise disruption as much as possible.
Will our rubbish bins be emptied during the works?
The Highways Agency has worked with Rother District Council to ensure refuse collection during the works.
Will the emergency services have access through the closure?
Access for the emergency services will be maintained at all times.
What will the diversion routes be?
There will be one diversion route through Rye town center for light vehicles, which includes buses, caravans, cars and small (non-articulated) delivery vehicles, and another separate diversion for heavy goods vehicles. Both diversions will be clearly signed.
Along the diversion route, three-way temporary traffic lights will be in place at Deacon's Corner throughout the works, which will be set back from the junction to assist vehicles in turning around the sharp bend.
To facilitate the diversion route through Rye, Landgate is being temporarily changed from use as a one-way road to use as a two-way road.
Access onto the A259 from The Deals and Strand will be prohibited during the works.
Can the A259 be re-opened during the works if the town centre becomes congested?
Due to the nature of the works, it will not be possible to lift the closure once the works have started. The Highways Agency would advise people to help prevent congestion through the town centre by following the parking regulations and not parking on double yellow lines and therefore limiting traffic flow.
Are there any factors that will prevent the works being finished on time?
Everything will be done to ensure the works are finished on time, however all works undertaken by the Highways Agency are weather dependent. In addition, should unexpected ground conditions be uncovered on removal of the existing road surface, there may be an adverse effect on the programme.
Will the bus routes be affected?
The Highways Agency has spoken to all of the bus companies that operate in Rye, and have advised that buses will be able to use the light vehicle diversion through the town centre.
