Fees and Charges
The Agency's policy is to provide the images to Licensees without levying a fee but it reserves the right to do so in future in accordance with Government policy and guidelines. Licensees are however required to meet the marginal direct costs incurred by the Agency providing a connection to the Agency's telecommunications system and facilitating access to the images. Licensees shall therefore pay all marginal costs related to the provision of a Licence as well as the provision, maintenance, rental and use of equipment, electronic and other links required to effect this transmission.
Licensed Traffic Information Service Provider shall develop all traffic information service(s) at their own expense.
Service level and costs for Highways Agency still images
There are 10 levels of the Internet Quality image services available from the Highways Agency. They are defined according to the number of images transmitted over a period of time. See Table 1 below.

The costs for Internet Quality images comprise:
- Fixed Flat Rate One Off Charge - associated with the Licensee's registration on the list of allowable IP addresses; restriction of bandwidth in the firewall configuration; the proportional cost of adding new servers to the rack; and drawing up the Licence Agreement and its administration.
- Fixed Flat Rate Annual Charge - ongoing bandwidth charges resulting from the Licensee’s interaction with the system and administration and renewal of the Licence Agreement.

Service level and costs for Highways Agency live video images
The Highways Agency traffic camera video streaming service will provide media broadcast organisations with access to live video streams at four service levels. These are:
- digital MPEG4 (4Mbps) stream, referred to as M4M
- digital MPEG2 (2Mbps) stream, referred to as M2M
- digital MPEG 256K (256Kbps) stream, referred to as 256K
- digital MPEG 128k (128Kbps) stream, referred to as 128K
The costs for live video images comprise:
- Fixed Flat Rate One Off Charge - associated with planning, equipping, installing, testing and commissioning a service output to a user; and drawing up the Licence Agreement and its administration.
- Fixed Flat Rate Annual Charge - ongoing bandwidth charges resulting from the Licensee's interaction with the system and administration and renewal of the Licence Agreement.

Payment Terms and Conditions
- Upon receipt of your order the Highways Agency's contractor will send you a letter of acknowledgement confirming your order, your Service Provision Level and an invoice for the charges that apply.
- You are required to pay all invoices within 30 days of the invoice date. All payments will be subject to VAT at the rate of 17.5%.
- If payment is not made by the final date for payment, services may be discontinued on the 3rd working day following dispatch of a written notice of termination by courier to the last recorded address.
- A fixed flat rate charge applies annually as a contribution to the Agency's direct costs incurred in providing the connection to the Agency's telecommunications system and facilitating access to the images.
- The Agency will not refund or reimburse any or all of the charges for any reason whatsoever.
- In the event that you require an upgrade to the current Service Provision Level please send a written request indicating so and we will then respond to your request within 30 days. The cost difference between Service Provision Levels will be invoiced together with an administration charge (currently £180). The payment terms and conditions specified here shall apply.
- Charges may change at any time prior to (but not after) acceptance of your order.
- For operational reasons, the Highways Agency reserves the right to change your service(s) / package(s) as defined in the Licence.
